[學生簽證] 學簽證明信 Update

從 4 月 1 日開始，加拿大所有省或地區政府都會向合資格的學生簽證申請人發出「證明信」 (Provincial Attestation Letters PALs) 。這意味著所有學生簽證申請恢復正常。
